The Fundamental Law

We, the People of Septempontia, both noble and common, reposing trust in our Emperor, confident that he will rule wisely and benevolently, and with the utmost care and regard for our good and the good of the nation, do declare that these seven principles are and shall be the Fundamental Law of the Empire of Septempontia, upon which foundation all other laws shall rest, informed by patient consideration and experience.

  1. That the Emperor of Septempontia is the sovereign and absolute ruler of Septempontia.
  2. That the first duty of the Emperor shall be to safeguard, with all his wisdom and power, the lives and the rights of his subjects.
  3. That the Emperor may enact and promulgate all laws he may deem necessary and proper for the governing of the Empire.
  4. That the Emperor may appoint and dismiss ministers and other officials to execute the said laws.
  5. That the Emperor shall serve as the supreme judicial authority, and may appoint and dismiss such lesser judicial officers as he may deem appropriate.
  6. That the Emperor shall have power, himself or through his appointed intermediaries, to conclude treaties, accredit and receive Ambassadors, and otherwise conduct all foreign affairs of Septempontia.
  7. That the Emperor may augment or amend this Law as he may deem appropriate to further the good of the Septempontian nation.
